7 Charlotte's Smoothie

Charlotte Smoothie is Big Mom's daughter. She is one of the Sweet Commanders, which means she is among the best fighters in the team. Smoothie possesses the Shibo Shibo no Mi, a Paramecia-type Devil Fruit that allows her to drain the moisture from a person's body. In layman's terms, she can drain the life from them, as if she were squeezing juice from a fruit.
The ability is not limited to humans. She can also use it on animals and any inanimate objects. Despite having such a powerful ability at her disposal, Smoothie failed to make a major impact in the Whole Cake Island arc. It was a repeat in the Wano Country arc, where she was unable to help her crewmates.
6 Jack

Jack is a member of the All-Stars of the Beasts Pirates, making him one of Kaido's strongest subordinates. Jack was the first pirate to have a bounty of 1 billion berries revealed, which was a big deal at the time. He has the power of the Zou Zou no Mi, Model: Mammoth, which allows him to transform into the prehistoric creature.
The Devil Fruit granted him immense physical strength, allowing him to fight relentlessly against the likes of Inuarashi and Nekomamushi. However, Jack failed to win any major 1v1s in the series. He even reached a stalemate against the Mink rulers and would eventually lose. To prevent this, he released Caesar's poison gas and paralyzed the Mink.

With this power, he can fly and regenerate from all types of injuries. Marco is also skilled in the use of Haki, which he has demonstrated many times. Unfortunately, Marco has been framed to fight characters much stronger than him. With the story already in the Final Saga, Marco won't have much to break the ice with.
4 Jesus Burgess

Jesus Burgess is the captain of the Titanic, the first ship of the Blackbeard Pirates. Not many people know this, but he is also Blackbeard's right-hand man. Burgess is a large man, so he seems intimidating to his opponents. Burgess did not initially have a Devil Fruit, but he acquired one after the Dressrosa arc.
Burgess possesses the Riki Riki no Mi, a Paramecia-type Devil Fruit that greatly increases his strength. Burgess is able to lift an entire mountain with his bare hands and throw it at his enemies. Despite his insane physical prowess, Burgess has yet to win a fight in One Piece.

Gecko Moria is one of the few characters who has captained two different pirate crews. Many years before the current timeline, he led the Gecko Pirates. But after they were defeated by Kaido, Moria was forced to form another crew. His second crew became known as the Thriller Bark Pirates.
Gecko Moria possesses the Kage Kage no Mi, which allows him to control shadows. Even with a Devil Fruit at his disposal, Gecko Moria has failed to win a major fight.

Koby is a Marine captain who has managed to gain a lot of fame in a short time. In fact, Garp believes that Koby is the future of the Marines. Smoker possesses the Moku Moku no Mi, a Logia-type devil fruit, which gives him the power to create and control smoke at will. Although it is not the best Logia-type devil fruit, Smoker has learned to use the power efficiently. Additionally, Smoker can use two types of Haki. Even with all his powers, Smoker has not won a major battle in One Piece. His screen time has also decreased, so it is unknown when fans might see him again.
