Being a series that focuses primarily on pirates and marines, there are a lot of different islands and seas. Being born on a particular island can drastically affect a character's life. For example, characters born in the East Blue are relatively weaker than, say, those born in the North Blue. Naturally, individuals whose birthplace is somewhere in the New World are more knowledgeable and have a better understanding of how things work.

6 Inuarashi Nekomamushi

Inuarashi and Nekomamushi are the two former rulers of the Mokomo Dukedom. In the past, they sailed with Roger and Whitebeard, which gave them invaluable experience. Like Minks, the two innately possess the ability to use Electro.
Both Inurashi and Nekomamushi were strong enough to fight against Jack, who was an All-Star of the Beasts Pirates. Inurashi and Nekomamushi do not have Devil Fruits, but they do have access to the Sulong transformation. The Sulong forms strengthen their attack capabilities, making them dangerous. If they could use Sulong at any time, it would be a huge advantage, which is why Oda had placed a restriction. Thus, the Minks can only transform during a full moon.
5 Kozuki Oden
The Daimyo of Kuri

Kozuki Oden was the Daimyo of Kuri and next in line to become Shogun of Wano. However, Oden had no interest in ruling. All he wanted was freedom and to sail the open waters. Oden traveled with the Whitebeard Pirates and the Roger Pirates.
During his adventures, Oden has fought against many notable characters, which has improved his abilities. When Oden returned to Wano, he managed to injure Kaido without any problems. The latter would have died if Oden had not been distracted by a member of the Kurozumi clan. Since Oden met his final summons early, there is no telling how much stronger he would have become had he survived.
4 River
The God of the Sword

Ryuma was born in Wano many years before the current timeline. He was the greatest swordsman of his time and his skill was unmatched. Eventually, he was given the title of Sword God, which shows how superior he was to the competition of his time. Ryuma has many accomplishments to his credit, the greatest of which is the decapitation of a massive dragon.
Ryuma did not need multiple strikes to defeat the monster. All it took was one clean cut to decapitate the dragon. Ryuma was also known as the protector of Wano, as he defended the country from pirates, marines, and any other outside forces. As a result, he was considered a hero, and his beloved Shusui was classified as a national treasure of Wano.
3 Shirahoshi

Shirahoshi is the daughter of King Neptune and Queen Otohime. The giant mermaid princess was born on Fish-Man Island, which is located on the cusp of the New World. Her gigantic size might make people think she is dangerous and threatening. However, she is the exact opposite. Shirahoshi is a kind person and does not take undue advantage of her status and power.
While her size is enough to scare most people, what makes her truly scary is her innate ability to control the Sea Kings. Shirahoshi is Poseidon, one of the three Ancient Weapons, which is why she has the power to command the Sea Kings. She has yet to fully master it, but she will undoubtedly do so in the future. When she does, Shirahoshi will likely become the most dangerous character in One Piece.
2 Blackbeard
Captain of the Blackbeard Pirates

Blackbeard was born on an unnamed winter island, probably somewhere in the New World. He was found in a sorry state by Blackbeard, and feeling sorry for him, he decided to take him aboard. Blackbeard sailed with the Blackbeard Pirates until he was an adult. He waited for the right time to leave the crew, and it came when Thatch found the Yami Yami no Mi.
Blackbeard wanted the Devil Fruit more than anything, which is why he killed Thatch and left. Blackbeard ate the Yami Yami no Mi and, in the Marineford Arc, obtained the Gura Gura no Mi. With the two powers at his disposal, Blackbeard rose to the rank of Yonko and was officially recognized as one of the strongest characters in the world.

Whitebeard was the captain of the Whitebeard Pirates. He formed the crew after the defeat of the Rocks Pirates in God Valley. Whitebeard was born on Sphinx Island, which is located somewhere in the New World. The people of Sphinx Island lived a horrible life, which is why Whitebeard was always ready for any trouble.
Whitebeard grew up to become one of the greatest pirates in the history of the world. At one point, he ate the Gura Gura no Mi, a devil fruit said to have enough power to destroy the world. He gave the audience a glimpse of his power in the Marineford arc, where he nearly sank the Marine headquarters. Not only has he mastered his devil fruit, but he has also wielded great control over his Haki.
