More importantly, it creates exciting things for Elbaf's story arc, which clearly lacked major villains. In One piece chapter 1134, fans finally saw the main antagonists of the arc, and they made their appearance right at the end. While the Giants were preparing for a huge banquet in Elbaf Village, towards the western section of this Village inside a Giant Castle, a huge black lightning struck.

The first thing fans need to keep in mind is that Oda specifically chose this time for Shanks' twin to show up in the country. He could have shown up on any other day, but the fact that he showed up at that time means that he has to do with a change that Elbaf has shown recently. There is only one thing that has changed in the country, and that is the arrival of a certain individual there. This person is none other than Luffy. Therefore, a very good guess would be that Shanks' twin is there to take care of Luffy. As for why the government would want him to deal with Luffy, it could be because he's so strong. These forces are too powerful for them to fight in any way, which is why their role will be slightly different.
