8 Don Krieg

Don Krieg is introduced as an incredibly famous pirate captain from the East Blue, who had built a fleet of 50 ships in his homeland in preparation to head towards the Great Line. He first appears in the Baratie arc when Luffy is trying to recruit Sanji as a chef for his pirate crew, beaten and destroyed after a failed excursion on the Grand Line.
It's ironic, then, that Don Krieg is largely overshadowed even during his first appearance. Not just from the main cast of One piecelike Luffy, Zoro, Sanji and Nami but also by the secondary characters. Even his fight is forgettable for the simple fact that Dracule Mihawk shows up immediately after, a much more memorable and moreover stronger character.

Demalo Black is the name of the overweight Luffy lookalike who meets the real deal during the post-Return to Sabaody arc time jump. While the individual himself may be recognizable due to the absurdity of the situation, many viewers may not even realize that Demalo wasn't just a random gang leader on Sabody who thought that pretending to be Fake Luffy along with his team would It was a good idea, but a real pirate captain with a real price on his head.
After serving as comic relief for a while, Demalo is quickly forgotten after the Pacifistas attack Luffy, and is exposed as a hacker.
6 Barrels Diez

Diez Barrels is a now deceased pirate captain who was the father of X Drake, one of the most important characters in One Piece. He only makes a brief appearance in the Dressrosa story arc during a flashback that shows him trying to sell the Op-Op Devil Fruit to the Marines, the same fruit that gave Trafalgar Law his incredible powers.

Goo was a pirate captain who had his shadows stolen by Gecko Moria's Devil Fruit Shadow. His entire crew was also captured, losing their shadows just like him, and were forced to remain on Thriller Bark because they could not survive in the sunlight.
Goo was not credited with any results. He was a minor pirate captain who had no devil fruit power to separate him from the rabble. He made an appearance in the anime, was saved by the Straw Hats after Luffy defeated Moria, and promptly disappeared forever.

Bizzato was one of the pirate captains affiliated with Whitebeard's fleet. Unlike his much more prominent counterparts such as Marco the Phoenix and Blackbeard, he is one of the least memorable captains of Whitebeard's crew.
His only known combat is during the historic Marineford Arc, during the battle to save Ace from execution. Even while it was happening, it was largely overshadowed by other, much more important events, such as Luffy's race to reach Ace and Whitebeard's last stand.
3 Roshio

Executioner Roshio is the pirate captain of the Roshio Pirates and is one of the most forgettable captains in One piece. Despite having the bounty of 42,000,000 Beli, Roshio's only claim to fame is being restrained and stomped by Bellamy the first time he makes his appearance.

Puzzle is a filler character who only appears in One piece anime right after Straw Hat's departure from Water 7. Despite having a relatively high bounty of 100,000,000 Beli, the only reason why Puzzle might stick in viewers' minds is because of his red hair, which gives him a passing resemblance to Shanks.
During the Ice Hunter Arc, Puzzle encounters the Straw Hats when he is injured in a fight with another pirate crew on the Great Line. He is despondent and ready to disband his pirate crew in the face of this weakness, but manages to regain his mentality before being fully healed by Chopper.
1 Macros

Not to be confused with Marco the Phoenix, Macro was a fishman pirate captain who formed his own crew after leaving the legendary Sun Pirates. Like most other Fishmen, Macro does not rely on Devil Fruits for his candies; instead he uses Fishman Karate to beat up his enemies. The only problem is that he's a relatively weak example of Fishman, making him the ultimate filler character.
Macro and his crew only appear twice, both times chasing Camie, the mermaid and getting beaten up by Hatchan as a result. They only meet the Straw Hats once when they ambush them alongside the Flying Fish Riders, but they don't even get to talk to them as they are blasted into the stratosphere once again by Hatchan, Team Rocket style.
