How the Organization caused problems for the Marines


The Cross Guild has developed a bounty system that targets Marines. They place bounties on top Marines, making them a target for criminals and civilians. According to Eiichiro Oda, the purpose of the Cross Guild bounty system is to cause chaos among the Marines. Marines' lives are in danger, so they have to be very careful. The organization has a system in place that assigns bounties based on a Marine's strength, and it's more or less an accurate representation.

  • Fleet Admiral: 5 crowns or 5 billion berries
  • Admirals: 3 crowns or 3 billion berries
  • Vice Admirals: 5 Stars or 500 Million Berries
  • Rear Admirals: 2 stars or 200 million berries
  • Commodores: 1 star or 100 million berries
  • Captains: 1 star or 100 million berries
  • Field officers: up to 100 million berries
  • Junior officers: 100 thousand berries


The fleet admiral having the highest bounty makes perfect sense. Not only is he the leader of the Marines, but he is undoubtedly the strongest member of the organization. Monkey D. Garp and Koby have been confirmed as the two exceptions to the Cross Guild ranking system. Garp is a Vice Admiral, so in theory his bounty should be 500 million berries. However, the Cross Guild is aware of Garp's monstrous strength. Then they gave him a bounty of 3 crowns or 3 billion berries. Garp is a living legend who has fought against the likes of Gol D. Roger, Shiki, Whitebeard, Rocks D. Xebec, etc. He is also the only Marine to ever corner the Pirate King in combat. Due to his involvement in the God Valley incident, Garp became known as the Hero of the Marines, so his high bounty is totally justified. It could be argued that his size would be the same as that of an admiral if Garp were younger.

Koby joined the Marines as a timid person who was unable to stand his ground. However, he became an excellent fighter. Currently, Koby holds the rank of Captain.
