This was something I came across in the game by accident. After fighting a lot of Japanese players in TCG Pocket's Versus mode, I started receiving tons of friend requests and accepted them. Any Wonder Picks I made with those friends thereafter offered me cards in the language they had set the game in, and thus, I collected their cards.
Incidentally, if you're looking to collect strictly in a different language, changing the game's settings to the language of your choice means you can open packs that will bless you with cards in that language. The Japanese Gyarados in the header image of this article is the one I pulled out when testing this method.
With only two ways to do it, collecting a lot of Japanese cards will be a slow and expensive undertaking, but it will certainly open doors for those who want to complete several collection goals.

Unfortunately, there doesn't appear to be an easy way to order these cards at this time. You can view cards in a foreign language you know by selecting it in 'My Cards' and changing the language at the top. However, there is no “sort by language” option. Of course, you can create a binder with all these cards, but even then the process is a bit wonky.
