All these choices were probably due to the fact that the design of this specific version of Rayleigh was not yet considered essential or finalized. It took Rayleigh a while to become properly relevant to the story in the present day. The previous version of Rayleigh took many more years to be relevant again. Even though Oda states that this man was always supposed to be Roger's first mate, he probably placed much less emphasis on what would happen to his past project at that point in the anime.

The Whitebeard Pirates in general had to be redesigned for Western audiences, as the swastika-inspired Jolly Roger (a sign reflected in the crew as a whole) was more associated with the German Nazi Party than with its origins as a more positive symbol in the eastern regions.
