Who is Longhi?

Longhi is a character that, until recently, fans didn't pay much attention to in history. Longhi was first introduced in Hunter x Hunter during chapter 369 of the manga, titled “Limits.” This chapter is set during the Succession Contest Arc which is currently still ongoing. Longhi is the personal bodyguard of the fifth prince Tubeppa and was introduced alongside the bodyguards of the other princes and queens of the Kakin Empire. She wasn't even the only bodyguard sent by Prince Tubeppa that day, as Maor was also beside her on the prince's orders to recruit Kurapika to their side, even if it meant making a deal with Prince Woble.
Longhi also would not reveal until much later that he had Nen. Curiously, she didn't raise her hand when asked, “Who can use nen already?” first in history. Even her prince has no idea of her powers.
At the time it was difficult to imagine that Longhi would be a character who stood out. However, its true purpose was finally hinted at the end of chapter 400, released 2 years ago. In Hunter X Hunter chapter 402 finally revealed to Kurapika that he could already use nen and made him accept his contract which would put Prince Woble in alliance with Prince Tubeppa.
The recently released Chapter 401 greatly expanded on what transpired during that meeting. This chapter showed fans his nen ability, known as Transparent World – Moonlight Decree – an ability he uses to make a contract with Kurapika. It also revealed some huge information that changes everything fans knew about the War of Succession, which this story arc revolves around. Longhi is the daughter of Beyond Netero and believes that among the Kakin princes there is a son of Beyond Netero, someone he wants to see sitting on the Kakin throne. She and her half-siblings were all cursed and turned into human sacrifices by their father to achieve this goal.

A Nen ability that falls under manipulation
With so much information revealed in chapter 401 of Hunter x hunterFans also got to see a new Nen ability in action, Longhi's Transparent World: Moonlight Decree.
Transparent World – Moonlight Decree, most likely, is a manipulation technique, especially since Longhi describes it as a “Conditional manipulative ability”. At first, it might be confused with a specialist ability, as it has been shown that she can grant her power to someone to use as an advantage, if it is written in the contract. Giving or stealing abilities is something that has been seen more than once with specialists. However, the way he describes his ability makes it sound like it is manipulation, making Longhi more than likely a manipulator.

Longhi can include pretty much anything in his contract, as far as fans know so far. With his contract he can grant benefits or limit the power of the people who sign it. Longhi, in fact, can give up his capacity to someone else if he respects his contract. A contract for a week between Prince Woble and Prince Tubeppa
Prince Tubeppa tried to bring Kurapika to his side, as seen in chapters ago, even though it would mean forcing an alliance with the 14th prince currently under Kurapika's protection, Prince Woble.
Longhi managed to get her exactly what Prince Tubeppa had requested by convincing Kurapika to accept his terms. He arranged everything for Kurapika as transparently as possible. The main duration of their contract is as follows:
Princes, queens and their bodyguards cannot harm each other. This contract will provide a peace treaty between Prince Tubeppa's side and Prince Woble's side.
The contract, if both parties want to renew it, will be renewed once a week, on Sunday at 9:00, in room 1014 – the same room where it is discussed in the manga. Tubeppa does not have to renew the contract herself, but only has to send one of her representatives to room 1014. It has been made clear that non-harmful actions, such as treating someone on Tubeppa's side, will not violate the contract. So only malicious actions will count.

Should this contract be violated, Longhi stipulates that a Zetsu state will be forced, depriving someone of their Nen ability for a week. Longhi also adds to the contract that Kurapika and the others with Prince Woble should identify who the prince's son of the Otherworld is before Tubeppa is out of the succession war. If no son of the Afterlife is found among the princes, the contract is fulfilled immediately.
