Neon City, home to one of Starfield’s largest and most dense populations, provides many opportunities for settlers to start their own businesses. But when the profits run dry, settlers may find themselves in a severe amount of debt to whoever helped them launch their business.
Hard Luck tasks you with helping out Saburo Okadigbo, who borrowed from CeltCorp to start the Neon Mining League. Unfortunately, business has not been good, and he still hasn’t been able to pay off his loan. But is this just a story of debt and business ventures, or could it also be a love story?
Talk To Clover
If you’ve spent any amount of time in Neon, you may have picked up the Talk To Clover Activity at some point.
Head towards the Astral Lounge and take the elevator to CeltCorp. Speak to Clover MacKenna, the receptionist and daughter of the owner of CeltCorp.
After a rocky greeting, she tells you about Mr. Saburo Okadigbo, a friend of hers who owes a huge debt to CeltCorp. She asks you to go to Mr. Okadigbo and convince him to let her pay off his debt.
Optional Objective: Read Clover’s Diary
Clover confides that this situation has worried her to the point that she’s started keeping a diary. You can find her diary at the back of the office on a desk.
This won’t be marked as a stolen item, so you don’t have to worry about being caught taking the diary.
Read the diary, then go speak to Mr. Okadigbo.
How To Convince Mr. Okadigbo To Let Clover Pay His Debt
Mr. Okadigbo can be found inside the Neon Mining League in Neon. Go back up the elevator, walk straight to the end, and it’ll be on your left.
He will talk to you about how his business is on the verge of closure. Offer to help, then tell him that Clover MacKenna offered to pay off his debt.
He refuses at first, saying that although Ms. Mackenna is very kind, he can’t accept. You now have the chance to persuade him. If you fail the persuasion, you are able to pay off his loan of 1,000 credits yourself.
Alternatively, if you picked up Clover’s diary, you can show it to him. Reading her feelings about him and her worries will convince him to accept her offer.
If you talk with Saburo further about his business, you’ll unlock the quest called “Saburo’s Solution,” where he asks you to hand out pamphlets advertising his business. Completing this quest, however, does not change the outcome of the Hard Luck quest.
Return To Clover
Whether you convinced Saburo to accept Clover’s offer or you paid his debt yourself, report back to Clover at CeltCorp.
She will be relieved that the matter is finally settled and will thank you for your help. The quest is now complete, rewarding you with a small amount of credits and 100 XP.
