A comprehensive list of Fallout76 The 4-star legendary effects have surfaced online, having been dated since the latest beta build of the game. Some of the 18 effects detailed in the leak seem so ridiculously overpowered that it seems likely they'll be nerfed before they get to their destination. Fallout76.
The 4-star legendary effects were originally announced three and a half years ago, as part of the Fallout76 Content roadmap for 2021. The initial plan was to debut them in Invaders from beyond update. And while they were present in the experimental version of that patch that was available via the game's Public Test Server (PTS) in 2021, the feature itself was never implemented into the main live RPG branch.
4-star legendary effects from the latest PTS build of Fallout 76
Bethesda, for its part, has yet to officially say anything to suggest that it is still working on bringing 4-star legendary effects to the game. But dataminers have recently uncovered some fairly conclusive-looking evidence to suggest that this is indeed the case. Specifically, the most recent Fallout76 The PTS update launching in late September 2024 contains references to 18 4-star Legendary effects. Ten of them are reserved for weapons, while the remaining eight are armor traits.
Both groups include some extremely OP stuff. For example, Bethesda is apparently testing an armor effect called Limit-Breaking, which reduces the cost of critical hits by 10%, up to 50% for a full set of armor with this feature. Combined with the Critical Savvy perk card, which reduces the AP cost of crits by 45% at level 3, the Limit-Breaking effect appears to have the potential to increase critical hit spam builds in Fallout76 to a completely new level, never seen before.

- Miasma's: When hit, a poisonous dot cloud damages nearby targets for 10 seconds (dot damage increases per piece equipped)
- Molerat's: HP regenerates slowly in interiors (up to 5 points for full stack)
- Ranger: Ranged weapons deal +5% bonus damage (up to +25% at full stack)
- The runner's: AP sprint cost reduced by -20% outdoors (up to 100% with full stack)
- Tanky's: – Standing still negates ballistic damage by -15% for 10 seconds (20 second cooldown) (up to 75% with full stack)
As for the characteristics of the leaked weapons, a 4-star legendary effect that immediately catches the eye is that of the Conductor, whose description states that critical hits fully restore both action points and health. This would essentially serve as a god mode even when used with a build that is in no way optimized for spamming critical attacks, such as one that, for example, makes use of Limit-Breaking armor. As such, it seems extremely unlikely that Conductor will make it to the game without a nerf or three. One way Bethesda could potentially balance the effect would be to give it only a small chance to process each critical hit, though even a low recovery rate could seemingly prove overwhelming.

- Viper/Arsonist: When a combat target is burning/bleeding, deals +50% bonus damage
Fallout 76 may finally release its full 2021 content roadmap in 2024
As always, there are no guarantees that these dated traits will actually end up being incorporated into the game. Regardless, 4-star legendary effects are one of only two remaining features from the 2021 content roadmap that are not yet available to players. The other is a Fallout76 pet system, which was just announced as finally coming to the RPG during the Tokyo Game Show 2024 Xbox presentation on September 26. Specifically, Fallout76 Creative director Jon Rush said that pets will be coming to the game in late 2024.
