The Roger Pirates were the most important pirates in the world One piece before the beginning of the current era. However, despite this, they are almost completely under the radar, and most of the world knows nothing about them or their whereabouts. The structure of Roger's Pirates is quite similar to that of the Straw Hats that everyone knows and loves, in the sense that Roger parallels Luffy as captain, Rayleigh parallels Zoro as vice-captain and swordsman, making Sanji parallels Copper. In this way, the series ensures that Scopper is one of the most important characters of the crew and the series, so fans have always found it a little strange how he still hasn't been shown even after more than 1100 chapters.
One theory claims that Scopper is currently on Lodestar Island, waiting for those seeking to find the One Piece treasure. The reasoning behind this refers to the other members of Roger's crew that the Straw Hats have already met and who have helped them in some way on their journey; Rayleigh and Crocus. This, of course, excludes Shanks and Buggy.
Crocus was the Roger Pirates' doctor and was the first person the Straw Hats encountered on the Grand Line. He was shown as a strange personality who cared for Laboon, but ultimately proved to be of great help to them as he more or less taught them ways to navigate the Grand Line and gave them their first Log Pose, which it is the primary method of travel on those waters. Since Crocus was their first meeting on the Grand Line, one can see how a former pirate Roger helped in the beginning.
Subsequently, the crew eventually found their way to Sabaody much later. Here, the Pose Log listed Fishman Island as their next destination, which they could only reach by decking their ship to allow it to travel underwater. Because of this, they came across Silvers Rayleigh, the former vice-captain of the Roger Pirates and one of the strongest characters in the world. He not only aided in the journey by lining their ship, but also trained Luffy to use the basic forms of each type of Haki to be powerful enough to face the New World.
Perhaps nothing in this world happens by chance. Since everything happens for a reason, our destiny slowly takes shape.
So, following this trend, some fans of the series believe that the next most important island will be Lodestar itself, where the Straw Hats will finally meet Scopper Gaban. The Straw Hats met the famous Roger Pirates at the beginning of their journey and in the middle of it, which makes many think that they will eventually meet the last one at the end of the journey, which is indicated by Lodestar as it is the last island that can be reached on the Major Route following the Log Pose. The theory states that once the heroes finally reach this island, Scopper will help them with the final clues they need to reach Laugh Tale.

Other possible positions for him
Many fans think that Scopper is probably on Lodestar due to his importance and the fact that he hasn't been shown yet, but it's equally possible that Oda shows him somewhere else on the map. Another prevalent location is Elbaf, a land already shrouded in mystery with an elusive silhouette already prowling the land that some fans believe is Scopper Gaban. Not only was he teased in the first chapter of the arc, but he seems to be incredibly knowledgeable about the land, which would make sense given that Scopper has been here before.
This mysterious silhouette is also the likely husband of Ripley, who was just confirmed to have married someone the same size as a normal human. The rest of the theory about Scopper's need to be on Lodestar is equally likely as Elbaf is confirmed to be the start of The one from One Piece Final Saga and it's one of the final islands, so Scopper could help the Straw Hats just as much with the future of their journey from here too.
